Adult Lace Up Jazz Shoes

The description says it has a soft leather upper, but under content it says "PU leather," which is polyurethane leather, i.e. vegan leather. Which is it?

This item is made from PU leather, an artificial leather material made with split leather (that's the fibrous part of the hide left over from making genuine leather) which has been coated with polyurethane (hence the name �PU�).

Many jazz shoes run small according to reviews, but there is only one negative review for these shoes, so I was just wondering. I wear a 9 in street shoes and a 10m in ballet slippers. Please advise? I just want to make sure I get the correct size. Thanks!
