My daughter has out grown some 12's but many 13's slip off her feet. Which size should I buy?

You can't tell in the picture and it doesn't say in the description. I was looking to get these for my daughter. She is 4 and wears a size 10 in shoes and the adjustable straps sounded like the way to go.
